Academic Article: A comprehensive system of indicators for assessing the effectiveness, quality, and digital efficiency of educational services in Volunteer Organizations (NGOs)

Abstract
The increased role played by volunteer organizations in education service provision needs a stringent and multidimensional system of evaluating performance. The nonprofit performance measurement frameworks that are currently present lack adequate results of implementing a cohesive outcome effectiveness, cost-efficiency, consumer satisfaction, and digital transformation metrics into a single framework. The paper will offer an elaborate indicator system for evaluating volunteer organizations at the local and regional levels. The framework presents eight local indicators as well as an Integral Indicator, territorial weighted studies combined with aggregation, a weighted average refinement model, and a new Coefficient of Digital Efficiency. The methodology proposed will allow the objective assessment of educational standards, the activity of volunteers, economic efficiency, and digitalization. The model is active in the body of literature of nonprofit performance measurement as it offers an analytically sensitive, scalable, and digitally adaptive evaluation framework.
